Strategic Insight Promotes Tom Druggan and Troy Kimmel to Company Leadership Team
The Strategic Insight Board of Directors is pleased to announce the promotion of two employees to the Strategic Insight Leadership Team. Effective immediately, Rear Admiral Tom Druggan (Ret.) has been promoted to the role of Chief Executive Officer and Troy Kimmel has been promoted to his new role as Director of Case Management/Chief Delivery Officer. Tom and Troy join Bill Campbell, our Chief Operating Officer, to round out Strategic Insight’s Leadership Team.
As CEO, Tom will lead the business direction of Strategic Insight, represent the company to clients and business partners, and focus on enhancing the company’s reputation and corporate image. Tom joined Strategic Insight in October 2022 as the company’s Chief Strategy Officer. Prior to that, he served as a Surface Warfare Officer, culminating in command at sea of the Aegis Ballistic Missile Defense (BMD) destroyer USS O’KANE (DDG 77). Tom then selected for Acquisition Professional, leading the Navy’s Aegis program as the major program manager for PEO IWS 1.0 and delivering Aegis Baseline 9C, Naval Integrated Fire Control-Counter-Air (NIFC-CA), and Prompt Sea Strike to the Fleet. As a Flag officer, Tom was Commander of the Navy’s Surface Warfare Centers within NAVSEA, and then served as the Program Executive for AEGIS Ballistic Missile Defense (Aegis BMD) in the Missile Defense Agency.
Troy will work with the case leaders to ensure the quality of work, match client needs with corporate goals, set professional standards, oversee client cases, and assign staff members. Troy joined Strategic Insight in 2008 and has worked as a war room leader and case leader with multiple clients, including OPNAV, PEO IWS, Defense Acquisition University, PEO C4I, ASN RDA, Lockheed Martin, and the Missile Defense Agency. He also contributed to multiple Failure Review Boards and Technical Review Boards for PEO IWS to investigate “interesting” issues with the AEGIS Fleet from 2010-2020. Additionally, he researched and procured Strategic Insight’s first electronic war room system in 2015 – a new and powerful tool for Strategic Insight’s considerable war room / planning center capabilities.

Bill Campbell appointed to role of Chief Operating Officer at Strategic Insight
Strategic Insight is pleased to announce the appointment of Mr. Bill Campbell as its new Chief Operating Officer (COO). Bill brings a wealth of experience to Strategic Insight, with more than 35 years of experience in both the public and private sectors. Bill will provide exceptional value to Strategic Insight’s current clients and enhance our value well into future. His exceptional leadership in both government and industry and focused expertise in strategic planning, business development, capture, and program management align perfectly with Strategic Insight’s vision and 38-year history.

Bill served more than 25 years in the United States Navy, retiring as a Captain, and joined Strategic Insight in 2012. He served in multiple roles with Strategic Insight, ultimately becoming our Director of Business Development and Deputy Program Manager supporting the Program Executive Office Integrated Warfare Systems (PEO IWS). To expand his private sector experience, he then departed Strategic Insight to work for large businesses in capture and business development roles before returning to Strategic Insight in December. He has led all aspects of the business development life cycle, including strategy development, pipeline development, opportunity identification, shaping, capture, proposal management, and post-award contract initiation.
Bill is also active in his community, including coaching Little League baseball, serving as the historian at American Legion Dyer-Gunnell Post 180 in Vienna, VA, and playing and volunteering with the USA Warriors Ice Hockey program, a 501(c)3 organization with the mission of organizing and administering an ice hockey program that provides a recreational, therapeutic experience and education for wounded and disabled veterans.
